www.justin.tv has a lot of games streaming each week. usually just the big games, and I'm not sure if PSU-M counts as big this year, but this is your best option.
www.myp2p.eu has games too, but you need to install software to watch them.
last week's game was on www.ustream.tv , but the feed became a bit choppy as the connection was saturated with streamers.

If you're a Verizon ISP subscriber, then you can use your verizon account info to get ESPN360 for free. I also tried TVU (download then you have to find a channel) when I was in the UK for the Illinois game and I was able to watch the whole game... not that I appreciated that very much after the game, but it was great to see in the moment.
justin.tv's running blog usually has a number of commenters that list what games are on which channels and then also list alternate channels (like on sopcast or tvu) if teh justin.tv feeds go down.

They blackout games that are being broadcast locally.
I tried watching the Hawaii-Boise State game but that blue turf just is too painful to look at.
