If he goes First Overall, I believe he’d be the first First Overall since Erik Johnson in ‘06 to not go directly to the NHL.

Though, Johnson was drafted out of the USNTDP and then went to Minnesota, Power already has his freshman year at Michigan under his belt.

I hope the Sabres just leave him down another year. They're such a hot mess it's not like they're going to be competing for anything next year but a lottery pick

More up to Power than it is Buffalo. If he doesn’t want to sign his rookie deal yet, he doesn’t have to. Buffalo can’t tell him where he’s playing until he’s under contract, and once he’s under contract he can’t play college anyway. 
 

Buffalo can tell him they’d really like for him to sign so he can develop in their system/play in the NHL right away, but if Power doesn’t want to do that then there’s not much Buffalo can do about that.

Yeah they can't force him to sign, but part of offering a contract is dangling a lot of money in front of him. If they really want him, they can all but promise he'll play in the NHL and make the maximum under the Entry Level Contract. For many players it makes sense to start the clock as soon as possible so they can hit free agency as soon as possible and make the most money.

That being said, Buffalo is bad and needs a rebuild, again. If they draft Power and trade Eichel, they might as well let Power develop for another year for free in Ann Arbor, and tank for another high pick next year. It's not like Power is going to put them over the top this year, and if they want him they can add him after the college season is over in early April. If the NHL season is delayed into May again due to the late finish this year, they'll get an extra few games out of him. Plus the playoffs (/s if that isn't obvious).
