Just curious, who is the intended recipient of the cautionary tale for? Everyone? Anyone universities in specific?

I didn't have any particular schools in mind. The cautionary tale is relevant to anyone who deals with student records in schools that receive U.S. DOE funds. (And this includes records of athletes.)

It's obvious that the University of Idaho - Connecticut is going to pay a settlement to a former Colorado State provost due to issues with her Furby. Wish I'd kept mine, but it never learned English.
