You're right.  According to basketball reference, he's had 2 good stretches of shooting.  In 2018 after being traded to the Cavs mid-season he shot 42.9 percent from 3 on 2.6 attempts per game.  Before that his best shooting performance was a 35 game stretch in 2017 after being traded to the Nets.  He shot 40.4 percent from 3 on 2.8 attempts per game.  Besides those short stretches he's been around 35 percent or less.  Not great, bob.

Another piece of the puzzle is his 2pt% is way worse than his 3pt%.  Definitely not good for a guy who is always going to be a sub-par defender.  If he can be more consistent with his shooting he might find a way onto the tail end of a roster.  I would think he'd have to average above 40 percent from 3 to make up for his lack of skill defensively.
