Quarterbacks who wait 2+ years to play for the school they signed with out of high school are a vanishing breed in major college football...

...Every FBS conference will start at least five transfers in 2022, led by the Pac-12's 10 (10!!) and the Sun Belt's nine. 

Additionally, another 42 schools start entrenched quarterbacks who saw significant action within their first two years on campus, or are within their first two years on campus right now.

It’s college quarterbacks. You don’t really see much change year to year like you do at other positions

Reasonable question, but I bet the percentage is higher than you think for 2 reasons: 1) the QB picks where they transfer and pick a place often based on the depth chart, increasing the likelihood they start and 2) while we hear about the P5 to P5 transfers, many of the transfers are actually transfers down looking for a place to play.  Most are like Shane Morris who had to go to CMU to get playing time. While they are still "starting", it isn't at a comparable school to where they initiated their career.

Of course - the B1G is the outlier here, with only 8 of 14 starting QB's who didn't wait on the roster for at least 2 years before playing.  

The next most "patient" is Conference USA with 8 of 11. Most conferences have only 1 or 2 starting QB's who waited!

This trend mirrors the NFL.  Used to be a drafted QB would sit for 2-3 years to "learn the pro game" before getting his chance (e.g. Aaron Rodgers and others). Today. A highly drafted QB might sit for 1 year at most,  while many are thrown to the wolves right out of college (e.g., Trevor Lawrence,  with sympathy for his Urban experience).

The article emphasizes the transfer rate among college quarterbacks, highlighting those players who have transferred more than once, as well as the schools / coaches who have started transfer QBs.

There have been many transfers with the portal and Covid, but the big ten actually has the lowest rate of transfer starting QBs (8/14) among the conferences listed.  More significant  to me is the list of schools whose starting QB is not a transfer: Michigan, OhioSt, MSU, PennSt, Wisconsin, Alabama, Georgia, Clemson.   This data leads me to believe that the transfer portal offers mobility to players, coaches and programs in need change of right away, while the successful just concentrate on succeeding.
