I think that Sam Webb is right about the new 25 recruit per class limit...
take a look at rivals team recruiting rankings - http://footballrecruiting.rivals.com/teamrank.asp?SID=880. there isn't a single team that has more than 25 commitments. There are usually at least 2 or 3 creeping up into 26 or 27 at this point, aren't there?

It's 3 months till signing day. Use some common sense. Alot of teams are fighting for the elite prospects

Um...there is still like 3 months until signing day. If that rule change is true, then those teams who usually sign more than 25, will probably sign 25.

but if there was a rule change that has a sizable impact on pretty much every major college football program, wouldn't a simple google search turn up an NCAA statement, or an article pointing to an actual statute in the rulebook?

that's a slightly different issue, where its a conference-wide rule that limits signees to 28 kids (ole miss 4th stringers held a party when the rule passed), similar to the Big-10's much longer standing limit of (i think) 27.

Scout has BYU down for 26 so there doesn't seem to be an NCAA rule unless BYU is breaking it or under some special circumstances.

Right now Oklahoma has 25 commitments, but they're really heavily recruiting quite a few guys, like Tony Jefferson, Darius White, or Kenny Stills. So how does that work? Are they just going to say no if they commit?

25 scholis is the limit. You can over sign just as long as you end up with 25 when all is said and done. That is, you might have to tell a few kids to gray shirt or take a year at a prep school.

like there was a definitive investigation done (see front page of mgoblog like 1 or 2 days ago) that put that rumor to rest. The person cited the bylaw that allows for counting recruits towards previous year classes and nothing had changed in that rule. Until they won't allow it, I'm going to assume they still can, so that leaves 6 spots open.

Also, Josh Helmholdt on Rivals.com discussed how there is a possibility of making recruits count towards the previous year; like Adrian Witty, or because he committed so early; guys like MRob or Jerald Robinson. Now last year we had 22 commits, so say we make MRob and Jerald Robinson count towards last year, that would leave six spots open for THIS class. I gotta say that thought's pretty exciting. My guess for the final six:

I have said this a few times on various threads that discussed this topic, but I will say it again. Can anyone give me a good reason why a rule change that affects the entire NCAA would have changed without anyone having known about it?
The rule LAST YEAR was that you could sign players and count them toward your previous class if it was not full. Now, one year later, the rule has supposedly changed but in order to find out about it, you have to research???? That makes absolutely zero sense at all. Wouldn't there be some press release? Some communictaion with coaches? Media attention?
I am no expert on the NCAA, but any institution that makes a rule change of this magnitude and doesn't tell any of the major stakeholders about it, and make the change public knowledge has some issues. I have to say, that the guy (umhero I think) who did the research of the rule book and found no change is the guy I am going to believe on this, not someone who says "I did some research and found a rule change no one else knows about".
