Brian asked the same question so I think it’s worth a discussion. Is this something that he has to assume it’s his last year bc he won’t know if the NCAA will allow another year until after the season or is it already determined

It definitely sounds like Kemp isn't planning to come back for a 5th year. Michigan sat him out after he played in a few early games as a freshman. I doubt they would have done so unless they were planning to ask for a redshirt. Harbaugh would obviously want him back, so it's Kemp's choice.
It's probably smart for him to take this season that way. It adds motivation. Michigan can still apply for his 5th year if he wants it.

I guess I don’t understand exactly when the school has to apply for the redshirt. Some people say they have to wait until the 4th season is over, but I know in some cases they got approved after the first year. Peppers for example, he got his redshirt right away. Of course he did get hurt in the first game and the injury was obvious, but why couldn’t they make their case about Kemp and others sooner?

Depends if the player in question participated in any games.
Also some websites/blogs list players as RS FR even when it isn't an official designation from the school. So that can cause some confusion.

Did Peppers get his? I thought it was at least Michigan policy, if not NCAA, that you wait until you actually need and want an extra year to apply for it.

I thought for sure it was announced before the start of his second year. I remember people posting on this site that it probably wouldn’t matter since he wouldn’t stay that long, but it was nice to have that option.
That reminds me, Black already had his freshman year approved for redshirt. I remember because the same exact things were being said about him.

I always assumed he was a 4th year senior. He did not redshirt as a true freshman as far as I remember.

After Kemp's recent quote came out, I typed "redshirt freshman Carlo Kemp" into google. There are quite a few articles from 247, mgoblog, and several other sports websites from a few years ago that refer to Kemp as a redshirt freshman and a few articles from last year that refer to him as a redshirt sophomore.
I feel like a lot of people outside the program, myself included, have been operating under the assumption that he did redshirt.

Doesn't M list players according to their academic class? For example if there's a guy that wouldn't necessarily contribute in their 5th year, they're likely a firm handshake candidate and can play their grad year somewhere else.
I thought the 5th year guys essentially had to try out for a spot, wasn't there a scenario in Harbaugh's first year that this came up?

It was assumed that Blake Countess left because he would have to try out, but I think that was de-bunked. If you can contribute, I think you’re going to be welcomed back. Kemp would fall into the contributor category,

Every 5th year everywhere is basically a try out. I don't think there is any threat of Kemp not being welcomed back for a 5th year. Now if he isn't eligible for a 5th year, then somebody in charge royally screwed up.

This is similar to the ESPN bottom line today that said a GT QB got granted a 6th year and under that headline, it says the starter has 3 years of eligibility left. What?

I think the obvious answer is Kemp is super confident he is going to be a game changer this year and will be projected as a 1st round draft pick, so he will be forgoing his 5th year and going early entry.

Kemp, Gil, McKeon, and Uche - I’ve seen all referred to as Redshirt-Jrs and Seniors. All played some as freshman and I presume all of their 5th years are options but not yet guaranteed. The prior redshirt rules were confusing and idiotic. The new “4 games is a redshirt; 5 games is not” is at least clear-cut.
