Per ESPN: Federal report cites Michigan State with systemic, 'serious violations' of campus-safety law
The U.S. Department of Education has found that Michigan State University officials for years violated federal law by failing to comply with requirements that aim to ensure a safe campus, that officials systemically under-reported crime statistics, and -- in the handling of sexual assault allegations against former athletics physician Larry Nassar -- demonstrated "a lack of institutional control."

The NCAA is the schools. The schools don't want to see the schools punished.

What NCAA rule did Michigan State break?
Sure, the NCAA can hit MSU up on the "unethical conduct" rule if they want. That rule (Bylaw 10.1) is worded such that it can basically be applied to anything (from murder to DUI to stealing $2 from the petty cash fund) if the NCAA so desires.
But beyond that --- there's really, nothing. I, personally, don't view this as an NCAA isuse.

There are only three penalties that hurt athletics short of the death sentence, 1) loss of scholarships, 2) post season play bans, and 3) HC's getting fired. None of those will happen, so although there might be something that has a slight negative impact on the university, nothing will impact the only sports that matter (and generate profit)...football and basketball.

If I know Sparty, and I think I do, they're going to eliminate the women's gymnastics team. They just cause way too many lawsuits. If it wasn't for them, and the other female MSU students that object to being raped, MSU wouldn't be in this mess . . .

When I was a wee kid, and royally goofed up, my pops would have said something like, "Dear ArbLover, you obviously exhibited a loss of institutional control. Fix your shit. Oh, and since you obviously need help focusing your priorities, no more sports for you".

RCMB dismissing this as a hit piece by ESPN, because ESPN has it out for them for some reason!

This is all the result of some ESPN hit job! For some reason, ESPN has it out for MSU! Poor Sparty... how dare anybody call them out for enabling a rapist for years. Unfair!

If their federal funding gets taken away they wont survive as a Big Ten program.

The NCAA looks suspect for clearing them so quickly knowing there was an ongoing federal inquiry.

It's funny - you read the comments with a story like this and it's basically MSU fans saying "look at E$PN SJW's trying to cause problems" and then literally everyone else saying "you know, when the US Department of Education thinks you fucked me, maybe you should take that seriously." I get that MSU feels like it's under attack, but at some point it's not a conspiracy when it keeps being true.

Game over man. Should be the end of their athletic department. Should be.

"Lack of institutional control" is a serious finding that can certainly result in NCAA sanctions.. maybe only if the NCAA's own findings agree with the conclusions of.... everyone else.

What should happen: hire a new president with strong credentials, no ties to the university and an unwavering commitment to building a safe campus. They fire everyone in administration and athletics down to secretariesEveryone has to interview for their old job with a high level of scrutiny relative to their previous actions. A big percentage don’t come back. You have to clear it out and build a new culture.
What will happen: they will hire someone they know who is not a threat. Superficial changes will occur, everyone will cover their own ass and keep their jobs.
