The chance of Denard getting hurt and Devin coming in at QB and getting hurt isn't that much different than Devin getting hurt at WR and Denard then getting hurt. I doubt Devin will play every down at wideout.
@EricLacy just tweeted that Borges hinted that WR could be an option for DG "at times." Perhaps he is understating a full position switch, or perhaps they're reversing the occasional two-QB package from last season.

I think ths is undoubtedly the subject of DG's tweet a few months ago. With the lack of depth/experience at WR, DG's amazing athletic talent basically going to waste, and Bellomy's emergence at a potential back-up in '12 and starter in '13, I think it makes perfect sense. DG is a huge kid that can move and appears to have very good hands. Get the ball in his hands! We know that Borges is willing to put in packages where both DR and DG are on the field at the same time -- this is a logical move that I am really excited to see in action.

Dude looks like a beast and we should have used him at WR long ago! Some of those catches make him look like he is a better WR than QB. Anything to get our most talented athletes on the field at the same time. He doesn't have to be blazing fast to be a decent wide out with his size. Just go up and get it big fella!
Gardner is a straight up athlete... Let's give him a chance and see what happens. If he's struggling catching the ball, then oh well we move him back to our second string qb position. With his size and speed he's a huge target and weapon for Dilithium to hit on the field. It also opens up trick plays as well.

DG is going to be one of the best athletes and versatile players on the roster - any way they can get him on the field will only help, especially paired with Denard. I doubt this is any kind of position switch - more likely they want him as engaged as possible, as they should.
