Who says he's not? I'm pretty certain this guy, if he's good, is "on Michigan's radar." There's no way we can ever confirm this, outside of an offer, since college coaches cannot talk about recruits. But offer does not equal on radar.

Exactly. There is a big difference between mgoblog's radar and the coaches' radar. What the poster actually asked (could only have logically asked) is why the recruit is not on Mgoblog's radar. Many recruits, blips on the coaches' radar, get winnowed out for one reason or another before they make it to our radar. I think it is a safe bet that the coaches (whose jobs depends on this sort of thing) are aware of (discussed and tagged for recruiting or decided to pass on) many potential recruits well before scout, rivals, Sam Webb, or mgoblog identify them as on our radar.

If he played for us, he'd be a TE or a LB or maybe even a DE. As you can tell, Rodriguez isn't the world's biggest promoter of tight ends. And if you ask me (which you kind of did), he's not deserving of being in the top 100. He looks very raw and he plays in Iowa, which means his competition isn't that great.

What makes him so special that he would deserve a scholarship from the University of Michigan? He isn't a difference maker, or playmaker. Next!

He's got good offers despite numbers that aren't ideal. Whose to say RRod isn't recruiting him though? Even if he was, maybe there is no mutual interest? Could be a lot of things explaining no visible interest.
