Elite 11?

Without someone googling it for me, could you pardon my ignorance and let me know what the whole "Elite 11" quarterback is. I for some reason thought it was a select group of quarterbacks across the nation. That doesn't seem to be the case as there are local Elite 11 quarterback camps. Does it mean that if you are a "Elite 11 quarterback" you really are one of the top Qb's in the country, or just your particular county.

competitions/tryouts throughout the year, and then one final Elite 11 camp in the summer where I believe they just take the winners and some runners up (to make 11) and work with them for a week.

Actually, I'm pretty sure they pull a "Big 10" where there's one more than the name suggests, so there are actually 12 quarterbacks that are invited.
