CFB Touchbacks

Can any clarify for me what determines the starting position of the football between the hashes on a touchback? I understand that the ball is placed on the 25 yard line, but I remember Touchbacks being centered between the hashes when it was at the 20 yard line. Now sometimes it is placed on one hash sometimes on the other, sometimes centered. The change seemed to me to change when the rule changes to the 25, but I can't find where it is determined where between the hashes it is placed and why. This has been bothering me for a while, hoping someone has an answer. GO BLUE!

after a TB the team next to put the ball in play has the option where the ball will be placed anywhere between the hashes on the appropriate yardline. Sometimes a coach wants it on the left hash/right hash and sometimes he wants it in the middle. Hence the different spots.
