The MHSAA Playoffs however are determined by metrics, not division winners. Each MHSAA team has a chance from the beginning of the season to make the playoffs including those relegated teams.
The proposed system in the OP only allows for division winners, which only allows for teams in those divisions to make the playoffs. A relegated team doesn't have a shot for the playoffs in this system.

I don't want a 3-9 Michigan State to get relegated or a 3-9 Texas to get relegated or a 3-9 Tennessee to get relegated. Would you want to play a MAC schedule the next season when Michigan went 3-9 with Rich Rod?
Teams vary from year to year. Teams shouldn't be punished based on last year's results.

Grant of Rights - basically a contract for schools to stay in the conference. If a school leaves, they are still part of that conference's TV rights. So if Texas and Oklahoma left for the Big Ten before the GOR expired, they would still be a part of the Big 12's TV rights and thus TV money made from their games would go to the Big 12 and not the Big Ten.

While it's good that strength of schedule isn't being hurt, a team's record will be hurt. Those two games were usually two wins for almost every Big Ten team. Now, there's 14 more losses to be spread across the conference because there is a loser in each conference game.
Now, hopefully, the analytics give the Big Ten teams the benefit of the doubt because of the strength of schedule, but losses are never good in analytics either.

It sure would be nice to play some different teams especially Syracuse or Albany. However, there may not be too much room in Michigan's schedule.
My guess is one of those unannounced games would be Notre Dame for the rivalry factor. It wouldn't surprise me if they played Mercer or Furman while they are in the Atlanta area.
Looking at potential home-and-home agreements, Penn and Siena could be possible teams to fill the schedule. Michigan has played Penn the last three years and would probably like a visit from Penn after going to Philadelphia for two of those games. Michigan played Siena last year and could have a home-and-home with them, but maybe not.
So I wouldn't be surprised if Notre Dame, Mercer/Furman, and Penn filled out the schedule.
But who knows, maybe Notre Dame isn't on the schedule, and instead Michigan plays a team like Syracuse, Albany, or even Virginia or Duke.
