The following is what I understand the rules are:

On a kickoff the ball is live once it goes 10 yards and is fair game. Anyone can pick it up and advance it in either direction. Less than 10 yards the receiving team only can pick it up and advance it until someone on the receiving team touches the ball.  When that happens it is a live ball again.

On a punt once the opposing team touches the ball it is live and anyone can pick it up and advance it.

On a field goal attempt once the ball is snapped it is a live ball and can be advanced by both teams.

On an extra point the ball is live once it is snapped and can be advance by both teams. If the defense gets it and runs for a touchdown they get 2 points.

I think what you meant is once a knee touches the ground in college you are down. In the NFL you have to be touched by another player.

To give the officials the benefit of the doubt, I think possession of the kicker in this case was too close to call.  I think the bigger problem was the bad interference calls, non-holding calls (70 on top of the defender) and the time near the end of the game where the head official seemed to be asleep on the field. TV time out was over and the official was staring at the ground for almost a minute with both sides in position before realizing he needed to whistle to start the play clock. NCAA needs to take a close look at that crew.
