It's a free video chat platform with a better (cooler looking) interface than most video chats.  I only know this because I'm a high school theatre teacher and we had projections of ooVoo chat between characters in last year's production of Romeo and Juliet.  It looked pretty cool but I wouldn't have known about it if the students hadn't told me about it.
