Anyone else notice that in Phil Steele's College Football preview he has Western Michigan ranked higher than Michigan and Michigan State?

I know Phil has been pretty good in his rankings throughout the years, but if Western were to play either Michigan or Michigan State, who do you think would be favored in Vegas?
