OT: Transfer vs regular high school admissions

Does anyone know why it's so much easier to get into elite schools I.e (ucla, u of m, Cornell, and unc) by transferring?

I have a friend who just transferred to Yale with a 3.4 gpa whilewith a bad high school academic record; and I'm curious as to how?
