How do you not get ejected for ripping off a players helmet?!

Targeting gets you an ejection because it's dangerous. How is ripping off a players helmet when they're on the ground not dangerous enough to get thrown out of the game? I've never seen that in my life.

I feel like I’ve seen a helmet ripped off often. But yes, seems worthy of an ejection.
