If All had a Microdiscectomy I can understand both sides. Usually the process for a herniated disc is PT>pain management injections>surgery. The risk of reherniation with a microdiscectomy is about 10-15% depending on which study you read. I can see both sides having gone through this process. If All is having nerve pain, he wants to do the thing that will relieve it the quickest IMO. PT and injections in my experience were not effective. Michigan’s doctors could certainly have reservations about recovery time and risk of reherniation.
