First, signing some sort of agreement with non-NCAA schools has no bearing on an NCAA NLI. So, take the JUCO signing out of the equation. I actually recommend to high school prospects that are struggling academically to sign both an NCAA and JUCO agreement. That way they are covered if they fail to qualify.
Second, it is my understanding that whichever NLI was signed first is the valid NLI. There is a spot of the NLI next to the signatures (prospective student-athlete and parent/guardian) for the date and time of the day. If both NLIs have the same time then I have no idea what will happen.

I guess this kid just assumed since the SEC schools can over sign why can't players? He may be starting a new trend in oversigning.

Only confusing matters, Law selected a Utes hat over a Rebels hat, while acknowledging his "family and everybody else loved Ole Miss," during a televised signing ceremony on Bay Area News 9 in Tampa.
I'll bet that Utah hat was an improper benefit.
