Because it's going to be hard for Gardner, Bellomy OR Morris to top Denard in year 1.
IMO, Gardner and Bellomy split time at the beginning, Bellomy wins and Gardner becomes a permanent #1 WR by the time the B1G season rolls around.

I think Hoke has his stellar defense and just wants the offense to sit on the ball and not do anything to jeopardize small leads at this point. They'd rather ice a six point lead than force the issue and risk a pick.
