OSU only went to the playoffs last year because the Big 12 had two teams with one loss and didn't play a championship game. Otherwise, they would have been odd man out, and the strength of the conference would have made the difference. The Big 12 is the only conference to not have a championship game, so the odds of that happening again aren't very high. People who think OSU squeaking into the playoffs last year is proof that conference strength doesn't matter are just wrong. It does matter.
That doesn't mean the whole conference needs to be good, or that you should hope your rivals are good, but if you want into the playoffs, I think it's best to have at least two teams that end the year in the top 15 on your resume. That's easy to do in the Big 12, Pac 12, and SEC; not as easy but still quite plausible in the ACC; and impossible if you're in the B1G West, or if you're OSU or MSU in the B1G East. (Obviously, you can schedule tougher non-conference games to compensate, I'm just talking about the conference games you can rely on.)
If I could wave a magic wand, I'd want Nebraska to return to glory. Have a team that's highly regarded year in and year out in the West to play in the championship game, plus they've got some of the nicest fans in the world. Penn State can stay bad forever as far as I care.
