1.  Download u torrent (if you do a google search, the first result should be a site where you can download it).

2.  Install it and accept defaults

3.  Download the torrent of the file that you want (in this case, right click on the torrent and do a "save as")

4.  Double-click on the torrent file when it is on your hard drive.  The file will automatically add itself to your download queue.  It will probably require hitting the "OK" button on a confirmation screen.

5.  Wait somewhere between a few hours to a few days (or maybe even weeks) for your file to download.  You will have to leave your computer connected to the internet 24/7 for a while. 

 That should get your started. 

PS   A .TS file isn't related to torrents at all.  It's a raw video file but anything you download from mgovideo.com won't be in that format.

Where did you get a ts file and what are you trying to do with it? ts files are raw capture files. They are converted into other formats before they are uploaded to our site.
