I would assume this has been cleared with the NCAA given that MDen is our official supplier. Evidently, a player's number alone is not deemed enough to identify him (which is dumb logic, but allows schools to sell jerseys). The problem is when you start selling shirts that say "Shoelace" and whatnot. (Though the HE16MAN shirt would seem to fall into a gray area.)

Considering it's the "official" store and they are allowed to print jerseys with the #16, I don't see what's the issue. The shirt reads, "Big House". Not a reference to a player such as the words "Heisman" or "Shoelaces". As much as I would want to nail their ass on it, I don't see it being the same problem (unfortunately, stupid S&D order)
