Question about stretching as countable

I haven't had time to look and thought I would take the lazy way out and ask:

Does stretching always count as "countable time"?  Or does stretching count as countable because they had improper personnel supervising the stretching?

I saw a quote from the document yesterday that said something like "If the coaches weren't present during stretching we wouldn't have these violations". It should be in the document somewhere so you could probably read the opening statement and find it.
