Unless things have changed, the Outback Bowl always has a high school band competition alongside the bowl game so they can fill a few thousand seats with band kids and sell more tickets to their families.

I'd wager 4,000 has been the maximum at one of the games. The size of the crowds are one of many reasons why the bowl games thus far have been unwatchable.

From what I heard about the Bahama Bowl, I desperately want to go next year. Not to watch the game, but because that atmosphere sounds awesome.

Cactus Bowl in Phoenix last night (UCLA and Kansas State) was the first decently attended game I've seen.

It really was pretty good. I was surprised.
UCLA does not travel well. KSU has a pretty good but small fan base. Nobody in Phoenix cares about these teams.
Where did the fans come from?

Non-important bowl game in the state of Florida w/o a team from the state of Florida playing usually is a recipe for a lot of empty seats.

There were a lot of fans who came disguised as empty seats at the 2003 Outback Bowl, and Florida was the opponent.

Don’t get me wrong, I remember some empty seats (especially corners of the upper deck), but I’d say the attendance was overall pretty good.
This is stupid to argue about, but the “40% full” comment was silly.

Empty seats always look worse in pro stadiums like Raymond James because they’re individually split seats. No-shows are less stark in bleachers because fans are just less smushed together.

That's decent, but not great. For the Citrus Bowl in Orlando, we had way more Michigan fans there. To me, this reads that Michigan fans are pulling their normal weight but not excited about this game or location in particular.
You also have to count that a few thousand UM fans will buy from the venue directly or secondary seats. Especially because the Outback bowl is especially shitty in its seat allotment policy (the school seats are entirely in the endzones, with essentially zero sideline seats)
I'd imagine the crowd will be 10-15k Michigan fans, 15-20k South Carolina fans (closer, bigger game relative for them, haven't been to Florida three years in a row), and about 5k neutral fans from the local area.
35-45k total attendance, including the stadium staff, team staffs, band/cheer from both teams.

in the end zone. My seat is a sideline club seat and I purchased through the University in advance and not after the announcement. After the announcement the sideline seats were no longer available.

So I made a bet with this girl I'm seeing, a MSU fan. Whichever team made it to the Outback Bowl, the other would have to wear their school shirt to the game. She was looking at ESPN's bowl predictions. I made the educated decision and listened to the bloggers here. Needless to say, for Christmas she got a nice UM shirt to wear.

TUESDAY, DEC. 26:
The Wolverines have landed in Tampa and are staying at the Grand Hyatt Tampa Bay.
Michigan practiced for the first time in Florida — and first time in three days — Tuesday afternoon at Berkeley Prep High School. It’s the first of five scheduled practices before the game. It is closed to the media. Mgoblue.com has a video and it was a no pads practice to get acclimated to the weather and work off the Holiday meal.
WEDNESDAY, DEC. 27:
Michigan returns to the practice field at 1:30 p.m. Wednesday for a two-plus hour practice, it’s second in less than 24 hours of arriving in Florida. After, offensive coordinator Tim Drevno and offensive players are scheduled to talk to the media.
After, players from Michigan and South Carolina will compete in a team bowling night from 6 to 8:30 p.m. at Splitsville in Tampa.
