If a WR is defenseless...you should be able to two hand touch him down.

It should be like if someone is down on the ground in the NFL and you touch them down.

If someone is defenseless and you can't hit a defenseless receiver...you should be able to two hand touch them and the play is dead.

(This has nothing to do with that targeting play...I'm just sayin')

I don't know what else you're supposed to do as a defense, slow down and wait and give the offensive player time to gather himself and try to break your now stationary tackle?

I dunno man. If we could have hit FGs that game would have been a comfortable win. Their defense is stout but they really couldn't move the ball at all on us. And if we'd hit FGs they would have had to pass more to catch up and that would have probably benefited us and extended the game and final margin. They're good but I think we are more than slightly better.
