Yes, it's a live ball, no it's not a safety.  As long as it's a muff and the momentum of the ball took it into the endzone, you can down it there for a touchback.  It's still live in that if the kicking team recovers it, touchdown.

So I just got on the DC metro from VA to DC and about 7 stinky drunk ass Buck Fucks boarded the train to go to the Maryland game. Damn these mother fuckers reek of chili, cigs, and Coors light. How can you get that drunk and stupid off of some fucking Coors light?
