My interpretation of the ref pushing Devin Bush: Bush had some sort of non-helmet related equipment error. Per the rules, such equipment errors do not warrant stopping plays, so the ref is instructed to tell the player to leave the field to correct the equipment issue. Bush refused due to the quick snap. The only tool the ref has to enforce the rule is to call an unsportsmanlike conduct penalty, which everyone would see as excessive. I think we'll probably see a rule change giving refs the power to stop play and/or force the substitution.
