I'm guessing that most of those mad about State's spot just didn't read the intro. The ranking also includes Connelly's recruiting rankings and returning experience metrics, but like you said, it's more indicative of what S&P thought of these teams in 2016 than anything else.
State's ranking is boosted by their performances from 2012-2015, and Colorado's is hurt for the same reason. I have plenty of subjective thoughts on Michigan State and the rest of the Big Ten in general, but it was easier for me to use this ranking as opposed to subjectively comparing all 64 teams - and I wasn't going to arbitrarily nerf State for the sake of nerfing State. They're one of the biggest outliers in the rankings.
The beginning of the post explains the ranking system. There's no subjectivity at all - I don't think MSU will be any good either but the formula put them above the teams on this list.

He shot 41% from three in 22 games against Top 100-level competition, per kenpom. That's the best on the team by a sizable margin. Aubrey Dawkins shot 34% in those games.
It's a new development as of this past year. As a sophomore, he was bad from the corners and good above the break. Freshman year, he had red or orange pretty much everywhere.
Texas rates pretty highly in effective height, though they're weighed down some by their tiny guards. The reason I didn't include them was that they were still finding their footing under Shaka when we played them. It might be a good resume win when it's all said and done, but at the time, it was a pretty normal win.
A savvy NFL team would see him as a tremendous prospect as a nickel corner. And with several of the NFL's best offenses resembling a passing spread, he'd be very useful and play far more snaps than you'd think.

Novak was the closest comp for Robinson of all the B1G players in the last nine years.
