You're doing the math right, SI apparently looked at PSU's ranking before they were updated. Because they went into the Michigan game ranked 9th in both the AP and coaches while being 10th in the CFB playoff rankings.
According to this, Michigan has the 5th lowest state-local tax burden of states and California the 5th highest. My guess is both Ann Arbor and Los Angeles would be above their state averages with property taxes which are included.

4, Based on Marquette Law's study where the vast majority of college coaches anonymously admitted to stealing signs. So the BigTen coaches who acted like it was some shockwave let the media run a wild inaccurate narrative.
5, Multiple SEC coaches have now said what CS did was small potatoes to what other things are happening out there.
I saw a Spartan claiming that Michigan wore white gloves knowing they would blend in with Washington's white jerseys when we held their players, which means we cheated by planning on holding a lot and therefore the title game is void.

As for Booger, bottom line is this. With all the chips on the line, Georgia lost to Alabama in their home state. With all the chips on the line Michigan beat Alabama in California.
