I'll submit 2002 as the worst year for quarterbacks, wich has Vince Young and then....I guess Trent Edwards and Drew Stanton? Really, that whole year might win the award for overall shittiness. You can pick out about one great player at every position, and then everything else is practically garbage.

The U17 Challenge isn't an IIHF event, so it doesn't tie a player with dual-citizenship to playing for the country they play for. A number of years ago, Jason Bailey, who went on to play for Michigan, played for Ontario at the U17s, and then the next year, played for the NTDP U18s and represented the US at the World U18s(which is an IIHF event, and tied him to the US internationally).

The economics of a tournament like Puerto Rico work out because of their exempt status with the NCAA. Teams get to play three games, potentially against pretty decent competition, without costing themselves any money-making home games.
If those games counted against the total number a team was allowed to play, I doubt you'd see teams go.

They are technically eligible to win the league. The U18 and U17 teams split the USHL schedule, and the U17s lose often enough that theyr'e not competitive.
The U17s play in the playoffs too because the U18s have the U18 world championships and the U17s never do that well.
