As I read it the court invalidated a rule which would otherwise be somewhat redundant. Nobody is allowed to have sex with minors below the age of consent. The law that was invalidated said that police officers couldn't have sex with minors... which they already weren't allowed to do because of the first law.
Effectively what it means, as I've read it, is that if another 35 year old officer has sex with another 14 year old he/she would be charged with statutory rape, but that it wouldn't be enhanced by the fact that he/she is a police officer.

For people in professions with frequent interactions with children, like teachers, coaches and clergy, having sex with a minor is considered sexual battery, a third-degree felony. I realize he's not intending to say that being annoying is illegal, but that's literally what he's saying.
The article is ignorant whiney click bait by someone desperately trying to find something about Jim Harbaugh to be outraged about. It's not worth getting upset over because quite frankly it's completely absurd, but what irks me is when people say things like the above quote... you're writing an article, so I expect at least a rudimentary understanding of the English language.

at least before his divorce, afterwards he somehow got more creepy, perverted, and became completely unwatcheable. I was not a fan of Will Ferrell's character, he had a couple funny moments but overall I thought he was pretty "meh".
Either way, you could tell the show had run its course when they started manufacturing relationship issues just to keep the dialogue fresh
