You may be right that 0-10% of rape cases involve false accusations, but I am not sure what conclusions can be drawn from that.
Your statistic for sending innocent people to jail is probably far too low. Studies estimate that 4% of people on death row are innocent. http://www.theguardian.com/world/2014/apr/28/death-penalty-study-4-percent-defendants-innocent. To me, this data implies that false accusations (by the government or the victim) are pretty common, maybe no more or less so than rape. I think having serious criminal charges filed is a horrible stigma for other crimes as well.
I think that the difference is that rape cases draw extreme emotional responses from the general public. With rape there is often (1) a counter-active knee jerk reaction to protect the accused, and denigrate the victim, and (2) an equally reactionary response from people who think we live in a "rape culture." This doesn't happen as often with murder, or other crimes.

They have had some fine seasons, and hard fought wins over Michigan. The 1985 loss to Iowa may have been the bitterest of the Bo era. And under Ferentz they have won exactly as many BCS bowls as Michigan in the last 15 years, plus Ferentz is 6-6 in bowls overall, which is great given the B1G record over that same period. I understand his program has been mediocre the last four or five years, but let's get some perspective here.

Yeah but how much of that is just plain east coast elitism? Michigan will still be Midwestern and I suspect that's the root of the issue. (I was at "elite" east coast law firms for ten years, did recruiting, and I think a lot of hiring came down to preexisting geographic networks, which slants east coast if that's where you are.)
