Not sure how you fix this, but basketball is the only sport I can think of where it can be a strategical advantage to purposely foul someone. Ie, put 'em on the line and hope that they miss or at worst score without time running down.

As an aside, I wonder whether there would need to nearly as many paved roads in the future. Instead of investing the money in hard surfaced roads, maybe there is a fleet of autonomous road graters that continually prowl the dirt roads and keep them in decent shape. We invest in better suspensions for the cars and voila! Also might require less infrastructure to handle storm water run off as dirt roads would, at least better than paved roads, absorb some of the rain.

I'm generally in this camp, except I have fewer rivalry games.
2 rivalry games - 7 non-rivalry conference games and 11 teams non-rival conferemce teams to play. So, on average you'd play non rival teams a little less than 2 times in 3 years. If you want to get fancy, you could try and balance out schedule strength in the spring ahead of the season.
1 rivalry game - 8 non-rivalry conference games and 12 non-rival conference teams to play. So, on average, you'd play non rival teams 2 times in 3 years.
0 rivalry games (oh the heresy!) - 9 conference games and 13 teams to play. On average, play a team more than 2 times in three years. Maybe you could institute some type of system where a limited number of teams are guaranteed to see each other at least 2 times in any three year period, but not every year.
The fewer rivalry games, the easier it is to get to a more evenly balanced strength of schedule.

I cut the cord recently and have Sling. I had a DVR with the cable which is the only thing I really miss with Sling - I can no longer dvr a game, start it 45 minutes late, skip the commercials and halftime and catch up by the 4th quater.
