Under this system, there is absolutely no reason to play anything but the softest of out of conference schedules. Too much emphasis is already placed on loses without enough consideraction of strenothing of schedule. A team that goes 10-2 against the top twelve ranked teams ought to get in over a team that goes 11-1 against a lot of bottom feeders.

I'd say take one week off the regular season and make the last week a "knockdown" between two conferences. East 1 plays North 2 and East 2 plays North 1, everyone else plays their counterpart (East 3 v. North 3...). One year at East sites, next year at North. Effectively a 16 team playoff, winner of top two games gets into 8 team playoff. All teams know whether they have a home game the last week, they just don't know the opponent.
Ignore the rankings as the top 2 teams in each conference could get in.

I think you could modify Brian'so suggestions and get a better approach than now. You could use a salary cap like system, except instead of salary you use years of eligibility. Any incoming multi year scholarship player counts as a point for each of year he is expected to have eligibility. If he comes back as a red shirt senoir, he counts as a point that year too. His points count whether or not he is still on the team.
You can also offer a limited number of 1 year scholarships.
In any year, you can have a total of 100 (???) Points, not more than 10 (???) Of which can be from one year scholarships.
Obviously the points total could be modified. Don't know what title 9 implications this might have.
