I think this is about his friend Will Small wanting a scholarship. I think back when Falcon committed, the staff told Will that they want to evaluate him at the Michigan camp in June (based on Will's tweets at that time, which I think have now been deleted). Reading the tea leaves makes me think that they evaluated him and didn't extend an offer. That's why Will asked Matt to do detective work and I guess they didn't have any spots left for him.
If you're unfamiliar with Will, he is a very good LB prospect on Matt's HS team. Currently unranked, but he is apparently #16 LB in Michigan according to his twitter. In addition, as you know, we are currently in the hunt for some elite LB prospects as we get close to a full class size.
The above is my theory based on the twitterverse, but I'm sure others think of other theories.

It's a NJ thing that is too hard to explain to outsiders. Christie's administration is a total mess and NJ is at a standstill. NJ citizens are mostly just frustrated and waiting for it to be over. That's about all I have to, or want to, say about it.

However, if a recruit survived the collapse of the Hoke administration and still chose to commit to Michigan, then that means he is going to Michigan simply because it is MICHIGAN! In addition, he has never said anything, in interviews, on twitter, or otherwise to show that he is wavering.
I think highly of Dele and Erik because they stuck with Michigan when we were a tire fire. I know many of you have already forgotten what the fan base was like during that period, but I can't help but want to root for the guys that stuck with us when we were down. For example, when my thread "CC: Greg Schiano" seemed like it was talking about a situation that might come true; there was so much negativity that I can't imagine anyone wanted to be associated with the program at that time (I also received a 100+ negs as a result of mentioning Schiano).
I'm also tired of the fans that say Dele is "just a 3-star maybe we can get someone better." I think that is plain disrespectful to guys who are committed to us.

Because there are a lot of moronic fanboy "experts" on twitter who put together random "lists" of who they "think" will be in the class. Most are teenagers in basements and half of them have everyone's names spelled wrong.
Those lists do nothing except piss off the kids who are left off of them.
This is what happens when you grow up in a world with fantasy football and everyone thinks they own the team and the players.

Yes, the AD is subsidized by student funds from the general student population (similar to most schools). I know Michigan is not like that - Michigan is one of the few schools with an AD that runs in the black.
Most state schools receive sizable amounts of state funds to support stadium development (whether it be through actual grants or through bond support - i.e., sharing the state's high credit ratings to get cheap debt in order to fund construction). I'm not saying it's a good idea, but that's how it typically gets done.
Christie has run the state into a huge deficit and is at war with the public sector (basically refusing to fund state pensions except for the bare minimum). Without getting into politics, many in NJ feel that the state is logjammed and unable to even support bonds for state schools, libraries, highways, etc.

NJ is a pro football state - Giants and Jets are what they know. Most of the RU fans have only been "fans" for the past 5 years. They have no idea who the traditional powers in college football are and they have no sense of respect for Michigan football. It's hard to talk sense into them.
Everytime that I talk to a Rutgers fan (and I know a few from tailgates and my wife's work), I tell them that they should aim to be a Minnesota or Purdue. A good team once every five years and otherwise a clean program. They are somewhat delusional and think they will compete with Michigan and OSU for recruits and that once the full share of the B1G funds come in they will hire NFL coaches.
It's hard arguing with them, and they are otherwise generally nice people, but they have no perception of college football. They think it's like the NFL where the worst team will be on top soon because they get higher draft picks or whatnot... They don't get that in college football, the powers will always be the powers and the doormats will always be the doormats, with only modest change and alteration across the years.

OSU already has two elite WRs this class and they are looking to add another - they are in the race for a couple top 50 guys. I'm sure Ahmir knows and will make a smart decision, especially since guys who have older brothers who play typically are more cognizant of the depth chart, etc.

Dele is a 4 star on some sites (i.e., Rivals) and Reese is a high 3-star (almost 4-star). Therefore, losing Reese would be pretty big because he's also another in-stater who was one of Harbaugh's first guys in this class and was supposed to help recruit the other Michigan guys in this class and the next. As you know, next year's Michigan in-state prospects are ELITE.

I don't think RU was ever in play. RU needs much more funding in order to be competitive. Their facilities are not on par and the current governor is not supportive of the school. RU needs Lesniak to step up with the next governor to invest in the facilities, but I don't know if Kyle Flood will last that long.
