The way I understand it is 29 is the number when you include academic ineligibility, grey shirts, or whatever would keep a prospect from enrolling. We can only enroll 26 guys because U-M had 84 guys on scholarship, and thus you can only backdate 1 guy. I think that's right from what was said by someone in another post.
