I don't think it's because the Emperor never taught him. After all, Dooku used it often in the prequel trilogy. Also, in the Force Unleashed video games, Vader's apprentice Starkiller used it liberally.
I would guess that it has to do with much of Vader's body being robotic. It could conceivably be impossible to shoot force lightning through robotic arms. But even if not, you could imagine that it would be a bad idea to mess with it when you are kept alive by electronic life support.

Just for kicks and because I needed to kill 10 minutes, I went through and calculated the average drop in ranking for our commits from their day of commitment to now.
Caveats: I didn't count anyone who was never in the top 250. For those who committed while in the top 250 and dropped out entirely (namely Tuley-Tillman, Gedeon, and Shallman), I used a final ranking of 251 for them. For those who committed before the first rankings were released (Morris and Thomas) I used their initial ranking.
The average change is -44.
Largest drop is LTT (-142). Second largest is Fox (-96).
Largest gain is Lewis (+36). Only other gain is Dawson (+34) (I used Dawson's first commitment, not the recent one).
Anyway, not claiming that this information is useful or significant in any way, like I said I just had a few minutes to kill.

The university response has been that a logo is not the same thing as the seal. The logo is not replacing the seal, it is serving a different function. Just like Michigan has a seal and the block M. The script "Cal" plays a role somewhat similar to the block M, but refers solely to the Berkeley campus.
So the idea of a UC logo is not necessarily a terrible one, but the one they came up with is certainly terrible.
On the other hand, I think people might be overestimating how often it will get used. There aren't really that many occasions to publicly refer to the UC system as a whole. People normally treat them as distinct institutions, which for most practical purposes they are. That being the case, however, why not just use the seal in those occasions?

I only looked back about 15 years (posted below before seeing this) but didn't this happening before. Also, RR never had a game without a TD, even in 2008.

If I've counted correctly, 2002-2011 we had three games in which we failed to score a touchdown. Two in 2002 (Iowa and OSU), one more against OSU in 2007. This year we've had three now.
I'd be interested to know when was the last time we went two consecutive games without a TD, but don't feel like figuring it out myself. Weirdly, in 1998 there were two consecutive games where we scored 12 points, but both times that was by TD, FG, and safety (and we won both).
