You hit the nail on the head in saying that non-conference games don't matter. The CFP and B1G CG selection process are using two different criteria; one is using overall record and the other is using conference record. If you want the conference champion to be the best team by CFP standards, then you need to take the two teams by CFP standards, which is to use the two best teams by overall record. That also eliminates the need for divisions.
The main problem with this is that it incentivises playing a crappy OOC schedule. So, you either take the two highest ranked teams in the CFP or you take OOC schedule into consideration as well either by forcing teams to play equitable schedules or make the tie-breaker SOS.
This is by far the easiest way to fix the problem as it doesn't necessarily affect scheduling and it can be an immediate fix starting next season. Everything else is just using this as an excuse for more conference realignment, which won't do anything to really solve the problem.

I'll tag in. Steel starts losing strength at around 600 degrees and loses almost half by the time it reaches 1000 degrees. I literally learned this in my first semester in college. A friend's dad who is a structural engineer even predicted it would fall before it happened. My point isn't so much that it's impossible as much as it's way too much work. What the NCAA could do is mandate that conferences set up centalized reviews.

There were some pretty detailed comparisons of how a 4-3 under is almost equivalent to a 3-4. What you're arguing is the same thing that has been argued in the past and that's whether the 4th linemen has his hand in the dirt or not. That's basically the only difference in calling it a 4-3 or 3-4. Your defensive philosophy doesn't change much beyond that. You can have 1-gap, attacking 3-4 and you can have a 2-gap 4-3. You can bring all of your LBs down to the line in an okie look in either formation and have 7 guys ready to rush or drop into coverage.
One of the plays we used to run when Mike Martin was here was to drop him back into "coverage" and then bring him on a delayed blitz. That forced the DL to get assigned to the other 4 rushers and paired him with the RB. In that case, does it make a difference if his hand is in the dirt and it's a 4-3 or if he stands up before the snap and it's a 3-4? It's all semantics.

This is why I don't get why people are so critical of the referees. They (I suppose I should say most) aren't doing this for the money; they are doing this to get involved in the sport. Yes, they make mistakes. Yes, they should work at getting better (and they do). Like it or not, these are the best referees available outside of NFL referees and there is not a good way to fast track guys to replace other officials.
Your idea about reviews and rewards is effectively already implemented. Coaches do send in reviews and the top-rated officials get assigned postseason games, giving them extra money.

The penalty needs to be based on facts. Did the player lower his head or shoulder into the other player's head? Was the quarterback already in a slide? Was the defender blocked into the play? Make everything black and white. I'd rather them throw flags for accidents than miss flags.
They should also make the automatic ejection after two penalties, similar to unsportsmanlike conduct, and get rid of the review.
As for the part about the qb sliding, I believe the ball is placed where he starts his slide. That is designed to not give advantage to a qb due to the protection afforded to him. If someone hits a qb after the slide begins, it should be a penalty.

I've only seen two bad angles, so I can't tell if the receiver was moving toward the sideline and the defender was moving with him or if the defender was slowly pushing the receiver out. Regardless, I'm fine with the non-call. If he had thrown a flag, he would have the same conversation from a different perspective. Neither player appears to be trying to break the rules, so I'd prefer to just let them play the game, which is what he did.

The main problem with this analysis is that you are looking to gain an advantage from penalties rather than taking away disadvantage that the calls or non-calls brought. The best example is #17. That was a great block on a quick throw that may or may not have ended with a blatant non-call in the endzone. However, it had absolutely no effect on the result of the play. Had he not held him, the ball still gets out before Wormley has even the remotest chance of getting to Cook. It's the same thing with #21. Besides the fact that you've already been shown that it's not a penalty, the player was clearly taken out of the play by running into the snapper. That's already a disadvantage to him. #20 as well. While #20 is a safety issue and should be called, we weren't disadvantaged by the play.
#15 is absolutely after the whistle. Watch it in realtime. Henry takes 2 steps after the whistle. The replay audio is out of sync with the video. And, that's beside the fact that there is absolutely 0 reason for him to be jumping on that pile to begin with. Even if the whistle did blow while he was in the air, I would throw that flag 100% of the time. Unnecessary Roughness is a safety penalty. You can't complain that the refs shouldn't call a penalty for safety against your team and then complain that they weren't calling safety penalties against the other team.
Your estimations about how often something is called are extremely high. Those early contacts are almost never called as evidenced in several games early in the season. It has to be extremely obvious to call that. I'm not going to try to get into judgement calls and whether these calls should or should not be made because it's tantamout to arguing about politics. Neither of use will back down. However, if penalties were called as often as you suggest they should be, these games would take 4+ hours.
So, I do agree that we got screwed on two calls that you listed above. The Targeting call and the PI that wiped out the interception. The latter was unfortunate as the Umpire, the guy who could overturn that call, is only thinking about not getting run over.
All in all, taking out the safety penalties where you're trying to gain an advantage, adjusting the percentages that these plays are called down to a realistic level, and then accounting for the calls that did go our way that you will be going over in part 2, I expect that the EPV variation is actually less than those of the two plays that caused a 14-point swing.
The refs made some bad calls, but they didn't lose us that game. We lost it for ourselves.

I'm glad that someone is finally taking action about this. It just sucks that it has to get to this extreme of a level for them to actually do something. I've heard too many stories about threats on referees lives where the administration does nothing more than talk with the parent and promise the officials that the parent won't be a problem going forward. Threatening someone in the way that is being done by some parents is assault. It should be treated that way.
These referees are human. They make mistakes. Sometimes they have bad games. They do get paid for the games, but it's not generally enough to put up with these types of problems and they are really there because they love the game and want to be apart of it. And, believe it or not, it's actually hard to recruit new referees because they don't want to deal with parents.
There needs to be a serious change in the overall attitude toward referees if anyone actually wants situations like this to go away.

That means that every team on our schedule, save PSU, is better equipped to move the ball on us and every team on our schedule, save Indiana, is better equipped to prevent us from moving the ball. However, I saw us get manhandled in the first half and then have 2 consistent drives in the second half that ended with a missed FG and a Touchdown. On our third drive, we were moving down the field again, down by 7, when the pick 6 happened. That one play completely changed the outlook on the game for me. Before, I thought we were about to tie the game and our defense was starting to take over, so we were going to eek out a win. After, I thought the game was pretty much over. But then, we were still moving down the field and scored.
Really, it was the tale of two halves. Had we played like two halves like the first, the game looks like last year. Had we played two halves like the second, we come away with a comfortable win. I think the two teams were pretty evenly matched; I just think that Utah played way more consistently.

The school schedule is in the spring, but there are leagues and tournaments that go year-round. For example, the younger kids will play beginning of April through mid-june, but there were 4 tournaments that I can think of in June and 3 this last month. I don't know of any in August and September, but October has a couple. November starts up the winter leagues at Detroit Country Day and Ultimate Soccer in Pontiac, which lasts through March. That doesn't include showcases for high school kids and these are only the ones that I personally know about.

I wish you knew how wrong you are. Flash and Java are being blocked in browsers now because of their constant battle with security exploits that allow viruses to be installed on your machine. Unless you are explicitly giving permission to run those programs using extensions like flashblock or the built in functionality, you are inherently giving permission to those applications to be executed on your machine. Anti-virus definitions are reactionary. They can only define viruses when they know what they are looking for. So, while your anti-virus may catch a majority of the malware that comes your direction, there's always the chance that something makes its way onto your computer that the AV hasn't seen before, not affording you the opportunity to approve or deny the application from running.
