Current NCAA rules state FBS teams can have one head coach (Harbaugh), ten assistant coaches (Bellamy, Campbell, Clinkscale, Elston, Harbaugh, Hart, Herbert, Moore, Newsome, Partridge), and four graduate student coaches (Stalions isn't a grad student).
According to Bylaw 11.7.2: Noncoaching Staff Member with Sport-Specific Responsibilities. [A] A noncoaching staff member with sport-specific responsibilities (e.g., director of operations, administrative assistant) is prohibited from participating in on-court or on-field activities (e.g., assist with drills, throw batting practice, signal plays) and is prohibited from participating with or observing student-athletes in the staff member's sport who are engaged in nonorganized voluntary athletically related activities (e.g., pick-up games). (Adopted: 1/16/10, Revised: 1/18/14 effective 8/1/14)

Whatever makes you sleep at night. However, since Dantonio became coach in 2007, MSU has averaged slightly more than 9 wins per season, won 3 B1G championships, participated in 3 B1G championship games, won the Rose Bowl, won the Cotton Bowl, and appeared in a CFP semifinal. Sounds pretty "top tier" to me.

If you want to complain about playing MSU twice in a row on the road and also tout the all-time record against them, then you must remember that early in the rivalry something like 30 out of 35 games were played in Ann Arbor.

This article is pretty accurate regarding "Minnesota Nice". In general, the locals tend to stay close to their childhood friends and it often takes a while to crack the inner circle. Of course that's not the case with everyone - just fairly common. I imagine there is a local UM alumni group - probably a good place to start.

No, he's right. The defender lined up in the gap and was pushed into the snapper. It would be one thing if MSU was setting up a punt return and they wanted to take out the offensive line. However, they were going balls out trying to get to O'Neill to block the punt. Intentionally hitting the center would only delay getting to the punter.
Watch the play again from the end zone point of view. In fact, in the photo above you can see that he is not lined up over the center.

FWIW, this was the same crew that did the MSU-OSU game last season as well as the 2013 B1G Championship game.
