And you are correct, " they're not going to let someone take one class at UM and get a UM degree." And as an alum, I don't want them to do so.

I think the whole point Franklin was trying to make is that the B1G conference schedule is going to be so difficult that the non-conference schedule should be pretty weak moving forward. Fair and accurate take. Then why call out anyone for their scheduling and the cancelling of a single series? It was inappropriate, and he deservedly brought the criticism on himself.

There won't be a relaxation of transfer policy. The rules, defined by the schools and colleges, are the rules. And treating an athlete differently is an NCAA violation.
I lived at 905 S. Division, right across the street from Elbel; lot's of frisbee, etc. I get your, "this sucks." But looking at the maps, it doesn't look as if they're planning to use all of Elbel for the new facility.
North Quad built 12 years ago at the corner of Huron and State, so I don't get the "first...in decades language." Not corroborated, but I've heard that the hope was that the Fingerle space could have been the home of a new dorm, but there's too much underground water there to build anything very large. This sounds like a good solution.
