And neither does the University of Illinois grant a degree for one course, except somehow they did with Shannon.  And I'm sure others have done similar things, even 30 credits when 60 are required.  The NCAA allows a significant amount of extra benefits and such for student athletes, but academics is generally not one of them (there are exceptions, I've been involved in granting some).  An exception to grant a degree with just a course or two has not seemed an allowable academic exception to me.  I doubt the NCAA is paying any attention to this, but UM is.  And you are correct, " they're not going to let someone take one class at UM and get a UM degree."  And as an alum, I don't want them to do so.

UM has an online system for expense reporting and approval thereof.  The idea of a signed, i.e. wet signature, doesn't jive with this.  Though I suppose it's possible the Athletic Department has an offline process in place for coaches, et al, to approve expenses with a wet signature so that they needn't muck around in the online system...paper then passed to administrators to enter the information into the online system.

Franklin brought any criticism on himself.  He pretty explicitly called out Michigan, and inaccurately.  He said a team cancelled "a ton of game contracts."  Michigan cancelled two games:  the UCLA series.  Two is not a ton.  And Michigan did it for financial purposes, specifically so that they would have at least seven home games every year. 

I think the whole point Franklin was trying to make is that the B1G conference schedule is going to be so difficult that the non-conference schedule should be pretty weak moving forward.  Fair and accurate take.  Then why call out anyone for their scheduling and the cancelling of a single series?  It was inappropriate, and he deservedly brought the criticism on himself.

Receipt by a student athlete of an award, benefit or expense allowance not authorized by NCAA legislation renders the student-athlete ineligible for athletics competition in the sport for which the improper award, benefit or expense was received. If the student-athlete receives an extra benefit not authorized by NCAA legislation, the individual is ineligible in all sports. 16.01.2.1

Many "award(s), benefit(s) or expense allowance(s) are "authorized by NCAA legislation."  The benefit of a relaxed academic policy, e.g. transfer credit evaluation, is not one of them.
