Both those franchises are in win now mode. Raiders seem pretty sold on Penix and won't have to move up to get him. Cardinals, Chargers, Titans, Bears are set at QB.
The consensus seems pretty split as to whether Payton prefers JJ or Nix. Personally I hope JJ doesn't go there, but he could then fall until the second if he doesn't.

In the end, however, I think he'll be drafted by Minnesota, sit behind Darnold for about 10 games, then start his journey to Canton.
