I was curious myself, so I did some trivial digging to investigate.
Rugby: 3.8 per 1000 athlete exposures (Marshall and Spencer 2001)
Football: .47 per 1000 athlete exposures (Gessel, et al 2007)
Overall: .23 per 1000 athlete exposures (Gessel, et al. 2007)
One athlete exposure is participating in a practice or competition, and this is all for US high school athletes.
Marshall and Spencer note that there are some issues with their analysis (small sample size being a major one), and also compare their numbers to those reported in other research looking at rugby in places outside the US. They note that their rate is higher than those of the other studies, but offer some speculations on why, including differences in play style and underreporting as you note. However, their numbers are only about 2-4x greater than those in most of the reviewed studies, while their [TLDR] observed overall rate for concussions in rugby is eight times that of high school football.
This seems to suggest that risk compensation isn't happening.

Gilovich, Tversky and Vallone's work accounted for some of those issues and found no evidence for the hot hand fallacy, and later work (at least the relatively paltry amount that I know) has been consistent with this in general. I don't know the MLB studies, but I did an (admittedly somewhat shallow) analysis of OT outcomes for CFB (here and here) which is why I'm fairly strong in this belief.

I don't think former players should shut their mouths, but I don't understand why you'd think they are the only ones whose opinions about these issues matter. I live in flyover country, far away from Michigan, and still have had numerous people make comments to me about "what's going on at Michigan." These issues affect all of us who are connected to the university in some way, even if its somewhat less significant compared to the former players.
