After seeing Penn State DC Manny Diaz and former Michigan DC Don Brown flame out when confronted with a well-prepared, equally-talented foe, I'm a little concerned.
What distinguished Minter wasn't his exotic blitzes, as I understand it. It was his ability to mix up coverages on the back end to a confuse a QB long enough that the DL could make some noise even without a blitz. In particular, he was awesome at pairing a particular coverage with a particular line call.
That's not the only way to win, of course. But with Wink's efficiency waning, it seems like those top-caliber, on-the-fly playcalls may not be there. Let's see what happens.

So maybe one way to frame it is that Michigan pitches value. I like this idea, and I think it can work if Michigan can show how its value differs from other schools.

I remember either reading or seeing Stanford's old pitch. They're like, "Here's the value of a Stanford degree. Here's the probability you'll go to the NFL and make an average amount. Here's the expected value of your decisions." I think you can take that formula and adjust it with NIL. Michigan can do this in an ongoing fashion, constantly updating the kid on their value, using tons of available metrics--combine numbers, on-field performance, and in lieu of field time, their heavy load of practice metrics to approximate that performance. They can use comps from the draft to update a given player's EV and use that to adjust for value, and if another school is offering more money, either match that in total value dollar-wise, or push other parts of Michigan's value.
Why all this? Because I have an idea that other schools, while pitching more NIL, may also give less overall value.
This has an added benefit of sorting for kids who are playing the long game, which plays into Michigan's 'development' pitch (though, maybe not as great with Herbert leaving). Further, I think it will improve your value metrics down the line, as the kids will make better choices with overall better data.

Scheme can funnel big plays to these types of guys, and I'd like to see at least one or two in a given class (transfers included). On the other hand, the 'big-upside freshman class and use transfers to fill holes' strategy seems to be working out so far.
Based on Seth and Brian's general praise for Allen, it looks like a good hire. Allen isn't known for his recruiting, but he managed to find a bunch of gems and even attract 4-star talent. Combine his Xs and Os chops with Franklin's recruiting, and I'm thinking Penn State will be better.
I know nothing about Noland, but I don't know why the current starter bailing would make him flip to Georgia. OSU still has incredible talent at the positions that arguably matter to a top QB prospect, and Noland would see a more direct path to playing time.
I will admit, however, that Davis seems like the type of freshman OSU needs, right now. A guy who is cerebral but doesn't quite have an NFL arm has the potential to run Ohio State's complex passing offense, even vis-a-vis their current options.
This is my comment, basically. I think Iowa has a 'culture of execution' for other phases of the game, and this might really help Frost ripen as an OC--and a coach. I could see both parties really benefiting from this.
Perhaps it's hard to judge a bad person overall, as that takes knowledge about the guy I don't have access to, but he consistently does a thing that hurts others without some reason to prevent it from happening.

It's very possible that their starting QB is currently on the roster, because of the transfer moves already noted by the OP.
