So "targeting" as a verb (deliberately separated in the rule from initiating) implies a deliberate take aim (with "initiating" representing launching/hitting) at the head/neck area. Intent definitely matters. How going for the ball translates into intent to target a head area is beyond me.
Anyway, in situations like that, would rather see a soccer-like system employed:
Yellow, if at all, if it's on the margins and intent isn't clear. Player stays on the field, maybe a second yellow in the same game gets you tossed.
Red if the player went headhunting. That's usually pretty clear-- the crouch, the launch, the hit. Player gets ejected immediately.

Played safety, OLB, and WR in H.S., but it was a smallish private school in Texas and nowhere near the level of athletes in the public schools (though the nation's #1 prospect/DL this year is a Houston player in our private school league).
Switched to playing rugby in college and it was a great move. I have orthopedic problems everywhere and several concussions that will come back to haunt someday, probably, but damn I had a good time.
I should add that I've learned a LOT about X's and O's on here, far more than I ever learned in H.S.. The only thing I consider myself expert-ish on is WR route-running.

From where I sit, the answer to all of them is yes. Those are all examples of social costs (which I define more broadly than "polite disagreement") that are knowingly risked when you deliberately share unpopular views publicly. Some unpopular views are vindicated by the flow of history, some aren't.
Re: the last question, let's say I expressed the same political views that were generally popular when I was a student at Michigan and instead enrolled at Hillsdale, or Bob Jones, or Oral Roberts, or somewhere else where the general sentiment was clearly the other way. I would either (a) speak my mind if it was a true conviction or (b) keep quiet about it if it wasn't all that important to me. If I chose (a), I would fully expect social costs. What I wouldn't do is choose to attend and then complain that my unpopular views are making me unpopular.

All I would add is the obvious: that social change always begins with somone expressing an unpopular view. If you believe in it, you bear the social cost. There are some views that fully deserve to end up in the proverbial dustbin of history, but I think marginalizing the person holding the view is counterproductive for everyone.

And that's just being a wuss. Free speech doesn't mean consequence-free speech.

Rome said Harbaugh (1) shouldn't have ended his press conference because he got a couple of questions he didn't like, which I agree with though I also agree JH was right not to answer those specific suspension-related questions (2) repeated the "wore out his welcome" theme, which is just plain factually wrong, but it was in the context of calling him an amazing coach who is just so intense he may not be permanent at any coaching gig.
And that's about it. That last bit about permanence? I'm not sure I disagree... he does run hot, and thank god for that. That's what makes him brilliant. But none of us knows how long he's staying. After he pockets a couple of NCs, he may want to go back for that ring. Who knows.
As for him, going nuclear at every perceived minor slight when anyone in the media universe levies even the mildest critique is not a great look. Some people deserve it (SEC, Mork, Urban, NCAA). It's fun to have a fighter like that as coach. Fighting every last talking head in the media, on the other hand, makes you look smaller.
As for Rome, I've listened to the podcast here and there for about 2 years, and I've heard him mention at least twice how much he regrets that Jim Everett thing in 1994. He uses it with guests as an illustration of why to avoid judging people based on their worst day. He's also been a staunch defender of Harbaugh all summer through the satellite camp thing.

seems to be that Speight is your low-variance game manager, and O'Korn is your high-variance gunslinger. If that's true, Speight may very well win out. This team is loaded almost everywhere and might not need the higher-risk approach to maximize overall value consistently. Don't turn the ball over and with this defense, you're in great shape most of the time.
Craig Ross was on Michigan Insider about a week ago discussing some numbers on O'Korn from freshman year at Houston, and the gist of it was that O'Korn had some very high tipped ball numbers. That number usually correlates with interceptions but JOK came in with much fewer INTs than would be expected with the number of tips (he was 28/10 TD-INT, just FYI). The idea was that the tipped ball/INT correlation was basically luck, and it suggests that he was lucky to have only 10 picks on the year and not a significantly higher number.
The legs, tho... we've been on the wrong side of so many mobile to halfway-mobile QBs over the years, the PTSD from that collective trauma makes me always want the guy who can make some lemonade with his feet. And if Grant Newsome isn't working out, there's gonna be no shortage of lemons to deal with coming around the blind side on speed rushes.
Low-variance passing and "niftiness" of Speight in practice notwithstanding, he's not the dude you want back there unless the left tackle is low-variance himself. For that reason, if I had access to the Sub these days, I'd be watching Newsome just as much as the QBs themselves.

taking a page (semi-literally) from various legal state bars and highlighting "disciplinary action" against members every month somewhere on the site. (Example: State Bar Journal publishes a short blurb about "attorney X, who mixed personal and client accounts and further failed to meet a deadline for brief, causing harm to the client. X was suspended 1 year but not disbarred." Hence transgression and punishment are summarized, not so much as a public shaming but as a cautionary tale for the membership)
So in MGoBlog terms you'd go to a link up in the banner menu (maybe under useful stuff) titled "Bolivia and Beyond" with instances of users being docked points or more severely being banned from the site altogether, and further a short blurb re: what they did to deserve it.
You could strip the username out if that is deemed too shamey. But the cautionary tale aspect survives regardless and I think it would quickly become a favorite click for many users, because the bad behavior of others is sweet edu-tainment.

Websites like these, including websites that seek to denigrate other religions, take blurbs from the holy books and give them interpretations that are totally antithetical to how modern-day practictioners interpret them. Yes, Old Testament-derived religions such as Judaism, Christianity, and Islam, talk about wars, struggles, and surival that is part of their history. That doesn't compel them or their followers to violence or war. But, like weapons, some can abuse it as such.
