Each school has different methods to compile and report information - and if the information isn't readily available it will take longer to collect and report. If it is a simple request, the cost should be lower.
See my post w/r/t to the MI statute downthread. In NC (where I currently work) public entities are not required to create records simply for the purpose of satisfying the FOIA request. However, governments in NC (compared to MI) are more likely to provide FOIA responses without charging the applicant.
CBS apparently submitted a nebulous request and this was reflected by estimated cost. Since their request was an unnecessary farce, they never paid or challenged it.

FOIA differs a little in each state. Apparently, other states indulge bitter journalists more than MI or NC.
The University of Michigan, as a public entity, has a statutory right to recover the costs of generating responses to information requests: (http://legislature.mi.gov/doc.aspx?mcl-15-234)
3) In calculating the cost of labor incurred in duplication and mailing and the cost of examination, review, separation, and deletion under subsection (1), a public body may not charge more than the hourly wage of the lowest paid public body employee capable of retrieving the information necessary to comply with a request under this act. Fees shall be uniform and not dependent upon the identity of the requesting person. A public body shall utilize the most economical means available for making copies of public records. A fee shall not be charged for the cost of search, examination, review, and the deletion and separation of exempt from nonexempt information as provided in section 14 unless failure to charge a fee would result in unreasonably high costs to the public body because of the nature of the request in the particular instance, and the public body specifically identifies the nature of these unreasonably high costs. A public body shall establish and publish procedures and guidelines to implement this subsection.

Michigan Stadium is a difficult place to manage a 2-6 year-old child, IMHO. There's little room to spread out when they start to fidget. And the aisles are long climbs to get out to the concourse, etc. I'm pretty we all had a good time at other venues. And it is satisfying to know, for example, that I took both of my daughters to Tiger Stadium during its last year. But all things equal, the experiences didn't likely have the impact or the memories compared to the games we now are able to attend.

Baseball actually allows its players to earn a living straight out of high school, albeit in a minor league system. Football doesn't. And actually requires an additional year of servitude in the NCAA, compared with college BB. Generally, I prefer the professional versions of these sports, as well. Generally.
Again, I'd love for college basketball players to hang out and play for my laundry for a few years, maybe even earn degrees. That said, I can appreciate elite players : 1) wanting to get paid if they are able, 2) getting opportunities to develop against better competition. Furthermore, going to college/staying in college in no predictor for success or even continued employment (insert countless examples here).
I went to a handful of Duke games this year. They were more enjoyable with Jabari Parker. But since he's good at basketball, he has a right to get paid for it. So I'll enjoy him in the NBA. This isn't hard.

And I will continue to bang this because in addition to creating a precedent it is inconsistent policy.
FIFA applied punishment, as they are able to do. What is different is that they applied unilateral punishment for an overt physical act that occurred on the pitch which extends to the club season. And now the club suffers collateral damage for an act committed on FIFA's watch. It is inconsistent because FIFA didn't act when the FA sandwiched a four-match suspension at the end of 2013 and a six-match suspension of domestics around Suarez appearences in the 2013 Confeds Cup.
Anfield completely loses an asset with no ability to deal him to another club - which is likely their wish at this point - because he can't be transferred during the suspension. That's what has me pissed. Not your condescending remark about losing "my precious Suarez."

I've said repeatedly that something had to be done, and many here asserted (and want) this punishment to be more severe. But FIFA is overreaching and reactionary in this case.
When Suarez bit Ivanovic in club play he was banned by the English FA. Yet FIFA seemed unconcerned and allowed him to play for Uraguay. However, this punishment (again, something was forthcoming and deserved) prohibits Anfield from doing anything (sale or otherwise) until mid-October. It's a bad precedent for a physical altercation. They happen all the time. And yes, biting is bad. But so are headbuts, punches, overly-agressive tackles, eye-pokes or any number of other dirty acts on the pitch. They will now be handled by FIFA. At the expense of the clubs that pay the salaries.
As a result, the clubs like Chelsea, Juventus, et. al., will be more resistant to international play because they have invested significant resources in their clubs and the damage their players take for their national teams is a major anaccountable depreciation.
This is why you will hear more talk of a superleague involving not just the EPL, but the major clubs from the other euro associations.

Also yes, the increasing financial significance of the major European clubs and the well-heeled foreign ownership groups now occupying the EPL will probably be a factor in FIFA decision making in this situation. It seems naive to think otherwise. The ownerships do not want the value of their investments damaged by international play. FIFA will not fight this battle by setting a precedent.
Suarez is definitely done for this tournament. Unfortunately, Anfield may decide to go another season because they'd be selling low at this point. Maximizing his value is important because Ajax is owed 10%-15% from a future sale (a "sell on" clause).

Ok. Again, there's been no example of a player or any sort getting a FIFA lifetime ban - hell, a FIFA-induced months-long ban that extends into domestic club season - for an EPL player. And, no, the mid/small market teams were not taking the Moneyball approach during the that era. It was pretty much the A's. Hell, the first next team to take on Moneyball was the big-market Red Sox.
You make the critical point - teams of limited means have to take advantage of undervalued assets and exploit market inefficiencies to their advantage.

If it hasn't already been said, it's important to distinguish between FIFA and his club team (Liverpool). Suarez could be punished on the federation level, but probably not within the EPL. I can't think of a precedent for a FIFA sanction carrying over to the club level where tension already exists over scheduling conflicts and injuries.
On the other hand, Liverpool may act on their own by agreeing to sell Suarez to someone (like Barca or Real) or handing him a suspension of some sort.
