Now, just to be clear, does not the Space Emperor, who is also the Presiding Officer Of The Universe in a similar (but far more powerful and sweeping) manner that the Vice President is the President Of The Senate, have the ability to cast the deciding vote in the event of a tie? This is merely a procedural question.
The part with Ron Brace in it was hilarious - "Ron Brace felt his vote didn't matter. How wrong he was; it would have broken a 0-0 tie."
