First, they are not even the best public university in the worst state ever (that would be Miami). They officially added "The" to the name to make their students feel better about spending 6 years taking golf appreciation and football 101 with Professor Tressel.
Second, since they cannot decide whether they are O-H-I-O or Ohio State, the "The" makes it easier for their troglodyte fans to discern which ohio is being referred to. Even then, they sometimes get confused and call it "The University of Ohio State University for children that can't read good."
