I'm anything but a stickler for grammar, but it's kind of funny that you say our kicking "whoas". As in, "Whoa, that was an awful kick," or "Whoa, he missed that one bad". In all seriousness, I hope our kicking whoas are over, too.

ESPN seems to think he can. Their scouting report on him says that he gets very good height on his kicks off the ground and shouldn't have much of a problem transitioning to the college game.

Chris Sailer has a really comprehensive website for kicking prospects. Here's his write up on Goudis:
Matt is simply an outstanding all around kicker. He has a huge leg, makes FG's with ease off the ground, and kickoffs with the best of them. Mentally he is very strong showing great maturity to kick at the next level. Can also punt. Has all the tools to dominate the D1 level.
The site ranks him number 2 in the class and has a lot more information.
